The States Representatives Group shall receive information on a regular basis, among others on the participation in indirect actions funded by the FCH 2 Joint Undertaking, on the outcome of each call for proposals and project implementation, on synergies with other relevant Union programmes, and on the execution of the FCH 2 Joint Undertaking's budget.

Acknowledges that the Joint Undertaking's budget was managed by DG INFSO from 1 January 2010 to 4 May 2010; notes that the administrative appropriations were transferred to the Joint Undertaking in May 2010 but that the operational budget lines were not transferred and remained inaccessible in the accounting system until the Joint Undertaking was officially granted financial autonomy on 26 July 2010; highlights that the Joint Undertaking acquired the capacity to implement its own budget from 22 September 2010 with the transfer of appropriations for the operational activities;

Notes with concern that the budget of the Joint Undertaking for the financial year 2010 was not adopted by the end of the previous year; takes note of the Joint Undertaking’s reply that its 2010 budget was adopted in January 2011 due to the fact that the operational part of the budget depends on the commitment of the Member States and that for most of them the amount of commitment can only be ascertained after the adoption of their national budgets; calls on the Joint Undertaking and the contributing Member States to reach an agreement on a timetable and practical arrangements for the disclosure of their respective commitments to enable the adoption of the Joint Undertaking’s budget in due time and to keep the discharge authority informed on this matter;
1. observe avec inquiétude que le budget de l’entreprise commune pour l’exercice 2010 n'avait pas été adopté à la fin de l'exercice précédent; prend acte de la réponse de l'entreprise commune selon laquelle son budget 2010 a été adopté en janvier 2011 du fait que la partie opérationnelle du budget dépend de l’engagement des États membres et que, pour la plupart d’entre eux, cet engagement n’est possible qu’après l’adoption de leur budget national; appelle l'entreprise commune et les États membres à trouver un accord sur le calendrier et les modalités de communication de leurs engagements respectifs afin que le budget de l'entreprise commune puisse être adopté en temps utile, et à tenir l'autorité de décharge informée de l'évolution de ce dossier;

Is concerned that the structure and presentation of the Joint Undertaking’s 2010 budget were not in line with the provisions of the Joint Undertaking's financial rules; understands from the Joint Undertaking that the structure and presentation of the budget have been adapted in the 2011 budget; calls on the Court of Auditors to assure the discharge authority that the structure and presentation of the Joint Undertaking’s budget are now fully in line with its financial rules;

In order to facilitate the establishment of the S2R Joint Undertaking, the Commission should be responsible for the establishment and initial operation thereof until the S2R Joint Undertaking has the operational capacity to implement its own budget.

The IMI Joint Undertaking should be a body set up by the Community and discharge for the implementation of its budget should be given by the European Parliament, on the recommendation of the Council, in accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the budget of the European Communities (hereinafter referred to as the Financial Regulation) (4) taking however into account the specificities resulting from the nature of joint technology initiatives as public-private partnerships and in particular from the private sector contribution to the budget.
