The problems, which related mainly to East Jerusalem and the Gaza Strip, were caused for two reasons: one reason was the stand of the Israeli authorities and the other reason was the – in our opinion – poor arrangement agreed between the Palestinians, the Israelis and the European Union in the 1996 agreement whereby, out of 120 000 voters, only 6 000 voted, sending their ballot paper via the Israeli post office, while the rest would have had to travel to other areas of the West Bank in the midst, moreover, of conflicting information.
Les problèmes, qui sont principalement liés à Jérusalem-Est et à la bande de Gaza, ont vu le jour pour deux raisons: la première était la position des autorités israéliennes et la deuxième - d’après nous - l’arrangement inapproprié convenu entre les Palestiniens, les Israéliens et l’Union européenne dans l’accord de 1996 en vertu duquel, sur les 120 000 électeurs, seuls 6 000 ont pu voter en envoyant leur bulletin de vote par la poste israélienne, tandis que les autres devaient se rendre dans d’autres régions de la Cisjordanie au milieu, en outre, d’informations contradictoires.
