According to Commission Regulation (EC) No 718/2007, the national IPA coordinator must send to the Commission and the National Authorising Officer, after examination by the IPA monitoring committee, annual and final reports on the implementation of assistance under the IPA Regulation.

Takes note of the conclusions and improvements proposed by the Commission in the 2009 annual report on implementation of the Instrument for Pre-Accession Assistance (IPA) with a view to prioritising targets and projects in line with the accession criteria, as proposed in the Court of Auditors‘ Special Report No 16/2009. Underlines the importance of comprehensive monitoring of IPA implementation as more projects get under way;
58. prend acte des conclusions et améliorations proposées par la Commission dans son rapport annuel 2009 sur la mise en œuvre de l'instrument d'aide de préadhésion (IAP) afin de donner la priorité aux objectifs et aux projets conformes aux critères d'adhésion, comme le propose la Cour des comptes dans son rapport spécial n° 16/2009; souligne qu'il importe d'assurer un suivi global de la mise en œuvre de l'IAP étant donné que plusieurs projets sont en cours;

3. Notes that, due to the late adoption of the IPA Regulation and the Regulation No 718/2007(IPA Implementing Regulation), and subsequently of the first Multi-annual Indicative Financial Framework (MIFF) and MIPDs, the monitoring, evaluation and reporting on 2007 IPA programmes and projects was limited and has not yet yielded results; stresses that the smooth transition from previous pre-accession instruments to IPA requires continuity in programming, adequate implementation of projects and execution of payments;
3. observe que, en raison de l'adoption tardive du règlement IAP et du règlement n° 718/2007 (règlement d'application de l'IAP), et ensuite du premier cadre financier indicatif pluriannuel et des documents indicatifs de planification pluriannuelle, le suivi et l'évaluation des programmes IAP 2007, ainsi que l'établissement de rapports à leur sujet, ont été limités et n'ont pas encore produit de résultats; souligne qu'une transition harmonieuse des précédents instruments de préadhésion à l'IAP requiert de la continuité au niveau de la programmation, une mise en oeuvre adéquate des projets et l'exécution des paiements;
