(8) Council Directive 90/425/EEC of 26 June 1990 concerning veterinary and zootechnical checks applicable in intra- Community trade in certain live animals and products with a view to the completion of the internal market provides for the introduction of a computerized system which links veterinary authorities with a view, in particular, to facilitating the rapid exchange of information relating to animal health and welfare between the competent authorities (Traces).

Whereas the French authorities have requested the Commission to provide Community financial assistance for the introduction of a pilot computerized animal-health management system for pig farms (Infoporc) in France;

1.2. D'après la Commission, la Cour des comptes ne tient pas suffisamment compte des progrès majeurs réalisés pendant les dix dernières années. Sont à citer notamment - la réforme de la Politique Agricole Commune (PAC) - la réforme des Fonds Structurels avec l'instauration d'un système de partenariat avec les Etats membres - l'introduction progressive de systèmes informatisés de gestion et de comptabilité à la Commission - les nouvelles structures d'organisation dont s'est dotée la Commission (renforcement considérable du Contrôle financier, création d'un Inspecteur général des Services, UCLAF) - l'introduction du système intégré d'administration et de contrôle dans le domaine des subventions agricoles - l'amélioration de la procédure d'apurement des comptes qui permettra un meilleur contrôle des organismes des Etats membres qui gèrent les dépenses agricoles - la nouvelle décision sur la discipline budgétaire - les propositions et mesures de la Commission pour renforcer la lutte contre la fraude (propositions concernant les sanctions administratives et pénales, proposition d'établir une "liste noire", installation d'un "numéro vert" pour faciliter la communication d'informations sur des cas de fraude).
