We did not call for illiberal or illegal reversals of the burden of proof. We have proposed a number of amendments to the Mann report, amendments which make some of the points referred to more democratic and more liberal and ensure that they advocate civil liberties. The amendments remove the reversal of the burden of proof, the involvement of employers' associations in dialogue between the two sides of industry and limit sanctions to civil and administrative penalties, not criminal penalties.
Nous avons proposé quelques amendements au rapport Mann, amendements qui visaient à corriger dans un sens démocratique, libéral et respectueux des libertés individuelles, certains points cités, à savoir l'annulation de l'inversion de la charge de la preuve, du dialogue commun des corporations du syndicat des entrepreneurs et la limitation aux sanctions civiles et administratives, non pénales.
