With the end of the Haiti special measures on September 1, 2010, we believe that the special immigration members implemented and the immediate aftermath and the processing efforts implemented following the end of the special measures, strike the proper balance between maintaining the integrity of our immigration system and speeding up the reunification process of all Haitians who were affected by the earthquake with their immediate family members here.

Welcomes the holding, at the initiative of Brazil, of the 13th special session on Haiti, the aim of which was to focus on the incorporation of a human rights approach in the recovery efforts after the devastating earthquake, and the innovative aspects of this session, such as the holding of a special session in the wake of a natural disaster and the involvement of specialised UN agencies as a means of providing an expert basis for the discussion; stresses the important role of the Independent Expert on Human Rights in Haiti in mainstreaming human rights in the wider UN efforts and donor-led initiatives in support of Haiti, and calls on UN Member States to follow up on this session by incorporating the human rights approach in the wider UN efforts in support of Haiti, with particular attention being paid to vulnerable persons, such as children;

Mr Manuel Marín, Vice-President of the European Commission with special responsibility for development cooperation, speaking in the light of current events in Haiti today made the following statement: "To the European Commission it is unthinkable that the constitutional government of Haiti, resulting from free democratic elections, should be overthrown by force".
Le Vice-président de la Commission européenne chargé de la Coopération au Développement, Manuel MARIN, à la lumière des événements actuels à Haïti, a réalisé aujourd'hui la déclaration suivante : "Aux yeux de la Commission européenne, il est impensable que le régime constitutionnel haïtien issu d'élections libres et démocratiques puisse être renversé par la force.

The Regulation provides for the prohibition of the following operations as from 23 June 1993: (a) the sale or supply of petroleum and petroleum products (listed in the Annex) to any person or body in Haiti or to any person or body for the purpose of any business carried on in, or, operated from Haiti (exceptions are possible under a special authorization procedure); (b) any activity the object or effect of which is directly or indirectly to promote the transactions mentioned under (a); (c) the entering of the territory or the territorial sea of Haiti by any means of transport carrying petroleum or the petroleum products concerned.
Le règlement dispose qu'à partir du 23 juin 1993 les opérations suivantes seront interdites : a) la vente ou la fourniture de pétrole et de produits pétroliers (précisés dans une annexe) à toute personne ou tout organisme à Haïti ou à toute personne ou tout organisme aux fins d'opérations commerciales menées à Haïti ou dirigées depuis Haïti (des exceptions sont possibles selon une procédure d'autorisation spéciale) ; b) toute activité ayant pour objet ou pour effet de promouvoir directement ou indirectement les opérations mentionnées au point a) ; c) l'entrée sur le territoire ou dans les eaux territoriales d'Haïti de tout moyen de transport acheminant du pétrole et des produits pétroliers concernés.
