19 (1) Where a veteran or a survivor of a veteran is indebted to the Director in connection with the sale of land or other property to the veteran or deceased spouse or common-law partner of the survivor, in connection with any mortgage or hypothec taken under section 17 or 17.1, or in connection with any loan made under Part III, the Director may, with the approval in writing of the veteran or survivor, enter into a group insurance contract on behalf of the veteran or survivor on such terms as the Director deems appropriate, insuring the life of the veteran or the spouse, common-law partner or survivor of the veteran in an amount sufficient to provide for the repayment to the Director of not less than fifty per cent of the amount of such indebtedness.

Calls for greater policy coherence to be established at EU level by bringing public procurement, export credit, good governance, competition, development, trade, investment and other policies and agreements into conformity with the international human rights, social and environmental standards laid down in the relevant OECD and UN guidelines and principles; calls, in this connection, for cooperation with bodies representing employees, employers and consumers while drawing on relevant NHRI advice, such as the submission of the European Group of National Human Rights Institutions to the Commission on human rights and procurement; calls for meaningful and adequate impact assessments of legislative proposals for potential incoherence with the UN Guiding Principles, and insists on coordination with the UN Working Group on Business and Human Rights in order to avoid disparate and inconsistent interpretations of those Guiding Principles; recalls, while recognising the significance of the UN human rights framework for CSR, the importance of the Charter of Fundamental Rights of the European Union, including Article 16 thereof, which guarantees the fundamental right to conduct a business, a right that should be duly taken into account and serve as a reference to support CSR policies in the EU; underlines the importance of balancing the freedom to conduct business with other rights guaranteed by the Charter, as well as with internationally recognised CSR principles and guidelines; welcomes, in this connection, the efforts of the European Union Agency for Fundamental Rights (FRA) to collect evidence and expertise concerning the existence and interpretation of the freedom to conduct business;

The High Level Group, recently established by the European Commission to identify priority transport axes connecting the major trans-European axes with the different neighbouring regions, held its first meeting in Brussels on 18 and 19 October.

Calls, pursuant to Article 192 of the Treaty, on the Commission to submit proposals for improving the functioning of the common organisation of the market which take account of the principles and amendments adopted in connection with its resolution of 26 October 2000 (A5-0273/2000), in particular with the aim of encouraging the concentration of supply within producer groups, alleviating problems connected with operational programmes and funds, limiting the adverse effects of concluding trade agreements with third countries, improving the regulation of the markets and, in particular, establishing a permanent framework of support measures for nuts and locust beans, ensuring a transition by extending current support measures;
3. demande, en application de l'article 192 du traité, que la Commission présente des propositions d'amélioration du fonctionnement de l'organisation commune des marchés, en tenant compte des principes et amendements adoptés dans sa résolution de 26 octobre 2000 (A5‑0273/2000), notamment dans le but de favoriser la concentration de l'offre dans les groupements de producteurs, de réduire les problèmes liés aux programmes et fonds opérationnels, de limiter les conséquences négatives de la conclusion des accords commerciaux avec des pays tiers, d'améliorer la régulation des marchés et, en particulier, d'établir un cadre permanent de mesures de soutien aux fruits à coque et caroubes, assurant la transition en prorogeant les actuelles mesures de soutien;
