In this regard, the EU welcomes the recent visit of USG Valerie Amos to Syria and her efforts to agree a clear framework of humanitarian access with the Syrian authorities and takes note of the start of the preliminary humanitarian assessment in Syria. It also welcomes the outcomes of the Syria Humanitarian Forum, held in Geneva on 8 March, as well as the UN Security Council statement of 1 March 2012, deploring the humanitarian situation in Syria.

The worsening security situation has made delivery of aid extremely difficult and the logistical capacities of humanitarian partners to handle distributions inside Aleppo city are increasingly strained, with the result that access to food is at risk.

Regrets that, in some disaster hit areas, access for rescue teams has been denied or delayed owing to government interference; calls on the governments of the countries concerned to facilitate the work of humanitarian organisations in distributing aid by making all efforts to secure equal access to aid for all those in need, whatever the political beliefs, ethnicity or religion of the victims, and by minimising bureaucracy for aid agencies;
