At the end of the reporting period, total ongoing EU financial assistance commitments to Egypt amounted to over EUR 1.3 billion in grants, with around 45% targeting economic and social development including employment creation; 45% devoted to renewable energy, water and sanitation/waste management and environment, and, 10% dedicated to improving governance, human rights, justice and public administration.

Those set the basis for further strengthening EU-Egypt cooperation in areas of common interest and concern, notably economic reforms, governance, human rights, rule of law and efforts towards a more open society but also migration and security/counterterrorism, as well as closer dialogue and cooperation on regional issues.

B. whereas on 14 June 2012 the Egyptian Supreme Constitutional Court declared the legislative framework governing Egypt’s parliamentary elections unconstitutional; whereas following the ruling the Supreme Council of the Armed Forces (SCAF) announced on 16 June 2012 that the parliament has been dissolved; whereas the Muslim Brotherhood denounced the SCAF’s decision as unlawful; whereas the Shura Council functions as a temporary lawmaking body, is made up of 85 % Islamists and was elected with a 10 % voter turn-out;

U. whereas the oil sector has historically been the biggest investment attraction for foreign investors in Egypt, and whereas oil is the biggest commodity Egypt exports; whereas Egypt was given free oil shipments from the Gulf states in order to support the new government; whereas the government is adopting a declared plan to get rid of energy subsidies within five years starting from July 2014, and whereas it aims to implement a plan for fuel distribution through smart cards in April 2015 in order to control oil smuggling to neighbouring countries and find out the exact fuel requirements;

This special report (SR 4/2013) is entitled “EU Cooperation with Egypt in the Field of Governance”. The ECA assessed whether the European Commission and the European External Action Service (EEAS) managed effectively the EU support to improve governance in Egypt before and after the 2011 Uprising.

Expresses its strong support for reforms leading to the establishment of democracy, the rule of law and social justice in Egypt, in keeping with the will of the Egyptian people; reiterates its call for the total lifting of the state of emergency; stresses once again the importance of good governance, the fight against corruption, and respect for human rights and fundamental freedoms in Egypt, calls for clarifications concerning the constitutional process, its timeline and its principles, so as to ensure that any constitutional provision is inclusive and leaves no possibility for discrimination against anyone in Egyptian society; stresses once again the need for supreme power to be transferred to a democratically-elected civilian government as soon as possible;

Stresses the importance of holding free, fair and transparent elections to the People's Assembly and to the Shoura Council in late 2011 and early 2012, and presidential elections in 2012, in Egypt; encourages the EU and its Member States to continue to support and assist the Egyptian authorities, political parties and civil society in the efforts aimed at achieving this goal; encourages the Egyptian authorities to facilitate the work of foreign organisations that intend to follow the electoral process on the ground; calls for the interim government of Egypt to be replaced as soon as possible by a government established in accordance with the results of free elections;
7. souligne l'importance de la tenue, en Égypte, d'élections libres, régulières et transparentes à l'Assemblée du peuple et au Conseil de la Choura fin 2011 et début 2012, ainsi que des élections présidentielles en 2012; encourage l'Union et ses États membres à continuer de soutenir et d'assister les efforts que déploient les autorités, les partis politiques et la société civile égyptiens pour atteindre cet objectif; encourage les autorités égyptiennes à faciliter le travail des organisations étrangères qui souhaitent suivre le processus électoral sur le terrain; demande que le gouvernement égyptien de transition soit remplacé dans les meilleurs délais par un gouvernement formé sur la base des résultats d'élections libres;
