E. whereas, in a communiqué issued on 9 June 2015, the UN High Commissioner for Human Rights expressed alarm at the increasingly violent and threatening actions by a pro-government militia and urged the authorities to take immediate and concrete measures to rein them in;
E. considérant que, dans un communiqué publié le 9 juin 2015, le haut-commissaire des Nations unies aux droits de l'homme s'est alarmé des agissements de plus en plus violents et menaçants des milices pro-gouvernementales et a exhorté les autorités à prendre des mesures immédiates et concrètes pour les maîtriser;

The motion I put forward is as follows: That the House express its deep concern at the escalation of violence in Venezuela; convey its condolences to the families of those killed or injured during the ongoing public protests; ask the Government of Canada to urge Venezuelan authorities to proactively de-escalate the conflict and protect the human rights and democratic freedoms of Venezuelan citizens; that the Maduro government release all those detained during the protests, that all government interference with the peaceful protesters should cease immediately and that those people who have perpetrated the violence should be brought to justice and bear the full weight of the law; encourage the Government of Canada to play a leading role in supporting a political dialogue in Venezuela that respects legitimate grievances and differences of opinion; and to call for an end to divisive rhetoric and actions that only delay and jeopardize the inclusive political solution that the Venezuelan people deserve.

9. Calls on the Venezuelan authorities, in view of the upcoming parliamentary elections, to use this period to establish an inclusive political process based on consensus and joint ownership, through a genuine national dialogue with the meaningful participation of all democratic political forces in the framework of democracy, the rule of law and the full observance of human rights; calls on both sides, moreover, to discuss the most serious problems facing the country in order to undertake the necessary economic and governance reforms; calls on the Venezuelan authorities to secure the holding of free and fair parliamentary elections in a fully inclusive process with the participation of all democratic actors; calls on all political actors to keep political struggle within the bounds of constitutional order, resisting any pressure to exacerbate their actions;
9. demande aux autorités vénézuéliennes, à l'approche des élections législatives, de mettre à profit cette période pour établir un processus politique inclusif basé sur le consensus et l'adhésion commune, par le biais d'un véritable dialogue national avec la participation réelle de toutes les forces politiques démocratiques dans le cadre de la démocratie, de l'état de droit et du respect plein et entier des droits de l'homme; invite en outre les deux parties à débattre des problèmes les plus graves auxquels le pays est confronté pour entreprendre les réformes économiques et de gouvernance nécessaires; invite les autorités vénézuéliennes à garantir la tenue d'élections législatives libres et équitables dans le cadre d'un processus pleinement inclusif, avec la participation de tous les acteurs démocratiques; invite tous les acteurs politiques à maintenir l'affrontement politique dans les limites de l'ordre constitutionnel, en résistant aux pressions en faveur d'une radicalisation de leurs actions;

Urges the Venezuelan authorities to engage in peaceful dialogue with Venezuelan society on the most serious problems facing the country, to uphold basic human rights, to lift the restrictive environment for the media and to allow the forthcoming elections to take place in a fair and transparent manner;

Calls on the Venezuelan Government to ensure that accusations are investigated swiftly and impartially, with no margin of impunity and with full respect for the principle of presumption of innocence and for due legal process; recalls that respect for the principle of separation of powers is fundamental in a democracy and that the justice system cannot be used as a political weapon; calls on the Venezuelan authorities to ensure the security of all citizens in the country, regardless of their political views and affiliations;
6. demande au gouvernement vénézuélien de veiller à ce que les accusations fassent l'objet d'une enquête rapide et impartiale, sans laisser de place à l'impunité, dans le respect plein et entier du principe de la présomption d'innocence et d'une procédure judiciaire en bonne et due forme; rappelle que le respect du principe de séparation des pouvoirs est fondamental dans une démocratie et que le système judiciaire ne saurait être utilisé comme arme politique; invite les autorités vénézuéliennes à garantir la sécurité de tous les citoyens du pays, quelles que soient leurs opinions et leurs affinités politiques;

Therefore, the petitioners call upon the Canadian government to condemn abuses of human rights in Egypt, urge Egyptian authorities to ensure that the basic human rights of all Egyptians are protected, regardless of partisan affiliation or personal beliefs, and demand that the rule of law and freedom of the press be observed and respected in all cases.

Without mandatory protection on federal lands the federal government would have no moral authority in urging and expecting provincial and territorial governments to pass habitat protection legislation that would also be mandatory.
