Reiterates relevant ECtHR decisions and calls on the Turkish Government to immediately stop the violation of the human rights of the Cypriot citizens and stop depriving them of the enjoyment and exercise of their property, religious and other human rights stemming from the constitutional order of the Republic of Cyprus and the acquis communautaire, as well as the fundamental principles and values of the EU;

Secondly, we must demand firm guarantees for religious freedom; the Syrian Government must stop interfering with religious minorities in Syria itself, for the various religious communities and ethnic groups are having a particularly hard time at the moment because of the way Syria is managing their interests.

But before the Commission makes a move, Mr Narjes considers, substantially, that the following four conditions must be met : - the governements must take a constructive contribution to the operation, - a major programme of social measures must be organized to counteract the negative effects on employment which will inevitably accompany restructuring, - the steel undertakings will have to be prepared to improve the production quota system as the present system has run its course and there are no less than 34 different appeals against it before the Court of Justice, - the governements will have to give a formal undertaking that they will maintain discipline in the matter of public authority aid, as agreed at the end of 1985. The Commission considers that this should eliminate the mistrust which has arisen in certain quarters and put a stop to the counterproductive effect on steel prices of certain current practices with regard to aid.
