CONSIDERING the importance of the collection and reporting of statistical data, as required by Article XVI:4 of the Agreement on Government Procurement (Agreement), in providing transparency of procurement covered under the Agreement;

– (FR) Mr President, I think this amendment is superfluous in the light of the letter received by the United Nations from the Government of Chad on 11 September 2007, expressing the Government’s agreement. I have here a photocopy of the letter and I quote: ‘the Government of Chad welcomes the new recommendations of the Secretary-General of the United Nations, contained in his report of 10 August 2007, with a view to the deployment of an international presence in eastern Chad in order to contribute [...]’ and so on and so forth.

Let us not forget that China committed itself to opening up its government procurement market – which largely remains closed, or has requirements that are unacceptable to European companies – and to beginning negotiations in 2008 on accession to the Government Procurement Agreement, following its accession to the World Trade Organisation.

While the formal agreement and ownership of third countries should be sought, the thematic programme will give the Community a certain autonomy and flexibility vis-à-vis governments of beneficiary countries: the Commission will be free to fund actions through NGO’s and other actors of the civil society without government’s agreement, in cases where cooperation is restricted or in situations of difficult partnership.
