4. While recognising Israel's legitimate right to self-defence in the face of terrorist attacks against its citizens, the European Union urges the Government of Israel to exert maximum effort to avoid civilian casualties, to put a halt to the practice of extra-judicial killings which are contrary to International Law, to reverse the settlement policy and activity, to dismantle settlements built after March 2001 and to freeze the construction of the separation fence, which results in confiscation of Palestinian land, restricts movement of people and goods and hinders a just political solution to the conflict.
