Expresses its concern at the reported rise in the number of executions globally from 2012 to 2013, despite the fact that executions are confined to an increasingly small minority of countries; calls for the EU to take due action regarding the continuously high rate of executions in China and Iran, the resumption of executions in 2013 in Indonesia, Kuwait, Nigeria and Vietnam, the execution of minors in Iran, Saudi Arabia and Yemen in 2013, and the marked increase in reported executions in Iraq and Saudi Arabia;

L. whereas the Nigerian Government has recently broken its seven-year moratorium on the death penalty by executing four prisoners in Edo state who were sentenced when Nigeria was still ruled by a military dictatorship; whereas on 26 June 2013 the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Christof Heyns, called on the Nigerian authorities to put on hold the imminent execution of a fifth prisoner; whereas according to reports by human rights organisations, in 2012 Nigeria sentenced 56 people to death, and whereas approximately 1 000 people are reportedly on death row in the country;

Strongly condemns the execution of four prisoners in Nigeria in June 2013; calls on the Nigerian authorities to uphold their recent commitments, as expressed in the framework of the EU-Nigeria human rights dialogue, to maintain the de facto moratorium on executions, and urges the country to abolish the death penalty by amending its legislation;

The EU welcomed indications that a national debate will be held on the death penalty and the fact that no executions have been carried out in Nigeria since 2001.

By unanimous consent, it was resolved, — That the House, noting that Nigeria has signed and ratified many international human rights legal instruments and is a leading proponent of the New Plan for Africa's Development, a central pillar of which is good governance and respect for human rights, and that the government of Nigeria has declared extreme Sharia punishments unconstitutional, request that the President of Nigeria, President Obasanjo, take all necessary steps to prevent the execution of the death sentence against Amina Lawal as in the case of Safiya Hussaini last February.

In addition to the Common Position adopted by the Council on 20 November 1995 and the measures contained therein, the Council decides to take the following further measures: - Member States will take, in accordance with national law, such measures as are appropriate in the context of their own immigration procedures to ensure that members of the Nigerian Provisional Ruling Council and the Federal Executive Council, members of the Nigerian military and security forces and their families in possession of long-term visas are not admitted; - expulsion of all military personnel attached to the diplomatic representations of Nigeria in Member States of the European Union, and withdrawal of all military personnel attached to diplomatic representations of the Member States of the European Union in Nigeria; - interruption of all contacts in the field of sports through denial of visas to official delegations and national teams.
