The interim evaluation of Horizon 2020 shall include an evaluation of the impact of the various features introduced by the new funding levels laid down in Articles 27, 28 and 29 of this Regulation, with the aim of evaluating whether the new approach has led to undesired situations adversely affecting the attractiveness of Horizon 2020.

The interim evaluation of Horizon 2020 should include an evaluation of the new funding model, including its impact on funding levels, on participation in Horizon 2020 and on the attractiveness of Horizon 2020.

4. The financial envelope of Horizon 2020 may cover expenses pertaining to preparatory, monitoring, control, audit and evaluation activities which are required for the management of Horizon 2020 and the achievement of its objectives, in particular studies and meetings of experts, in so far as they are related to the objectives of Horizon 2020, expenses linked to information technology networks focusing on information processing and exchange, together with all other technical and administrative assistance expenses incurred by the Commission for the management of Horizon 2020.
4. L'enveloppe financière d'Horizon 2020 peut couvrir les dépenses correspondant aux activités préparatoires, de suivi, de contrôle, d'audit et d'évaluation qui sont requises pour la gestion d'Horizon 2020 et la réalisation de ses objectifs, en particulier les études et les réunions d'experts, dans la mesure où elles sont liées aux objectifs d'Horizon 2020, les dépenses liées aux réseaux de la technologie de l'information axés plus précisément sur le traitement de l'information et les échanges d'informations, ainsi que toutes les autres dépenses d'assistance technique et administrative supportées par la Commission aux fins de la gestion d'Horizon 2020.

3. By 31 December 2017, and taking into account the ex-post evaluation of the Seventh Framework Programme to be completed by 31 December 2015 and the review of the EIT, the Commission shall carry out, with the assistance of independent experts, selected on the basis of a transparent process, an interim evaluation of Horizon 2020, its specific programme, including the European Research Council (ERC), and the activities of the EIT.

Au plus tard le 31 décembre 2017, et compte tenu de l'évaluation ex post du septième programme-cadre, qui doit être menée à bien au plus tard le 31 décembre 2015, et de l'évaluation de l'EIT, la Commission procède, avec l'assistance d'experts indépendants sélectionnés sur la base d'une procédure transparente, à une évaluation intermédiaire d'Horizon 2020, de son programme spécifique, y compris le Conseil européen de la recherche (CER), et des activités de l'EIT.

(19(a) Without prejudice to the interim evaluation referred to in Article 11 of this Regulation and in accordance with Article 32 of the Horizon 2020 Framework programme and as part of the Horizon 2020 Interim Evaluation, Joint Technology Initiatives as a particular funding instrument of the Horizon 2020 Framework Programme should be subject to an in-depth assessment which should include, inter alia, an analysis of openness, transparency and efficiency of public-private partnerships based on Article 187 TFEU.

3a. Where Horizon 2020 subsidy projects are resubmitted, the Commission shall, before the evaluation, make available to the new evaluation panel the project application previously submitted and the accompanying Evaluation Summary Report (ESR).
