The European Union is one contracting party, so all the members of the European Union count as one, and aside from the European Union, we now have the United States, Japan, Russia, Norway, Iceland, Korea, the three Baltic states of Latvia, Lithuania, and Estonia, Poland, Denmark on behalf of Greenland and the Faeroe Islands, Cuba, Bulgaria, and Romania, which are not active parties, and those who recently joined are France, for St. Pierre and Miquelon, and the Republic of Korea.
