CONSIDÉRANT que l'infrastructure de recherche Euro-Argo accroîtra l'excellence et l'expertise européennes en matière de recherche climatique et instaurera un degré élevé de coopération entre partenaires européens sous tous les aspects de la mise en œuvre: opération en mer, surveillance et évolution du réseau, progrès techniques et scientifiques, amélioration de l'accès aux données pour la recherche et le GMES/service Copernicus de surveillance du milieu marin, coordination de la contribution européenne à la gestion internationale du programme Argo.

DESIRING THAT the existing cooperative arrangements are transferred into a body with legal personality separate from its Members to enhance cooperation and collaboration, to enable Euro-Argo to enter into contracts on its own behalf including the purchase of floats and other property, goods or services and to complement and strengthen the governance established by the International Argo Programme.
SOUHAITANT que les mécanismes de coopération existants relèvent à l'avenir d'un organisme doté d'une personnalité juridique distincte de celle de ses membres afin d'accroître la coopération et la collaboration, de permettre à Euro-Argo de passer des contrats en son nom propre, y compris pour l'acquisition de flotteurs et d'autres biens ou services, et de compléter et de renforcer la gouvernance instituée par le programme international Argo.
