The EESC regrets that the communication does not in fact bring anything substantially new to the internationalisation strategy, which many EU HEIs have been pursuing for several years.

The EESC welcomes the Commission's recognition of the importance of putting in place a comprehensive internationalisation strategy for European higher education, but regrets that the strategy is limited to reiterating actions that the European Union already has under way, not bringing anything substantially new, and is unsuited to current competition conditions in the sector.
Le CESE apprécie que la communication reconnaisse l'importance d'établir une stratégie globale pour l'internationalisation de l'enseignement supérieur européen, tout en regrettant que ladite communication se limite à résumer les actions déjà lancées par l'Union européenne sans aucune nouveauté de poids, et qu'elle soit peu adéquate au regard des conditions régnant actuellement dans ce secteur sur le plan de la compétitivité.

The EESC does however welcome the fact that the Commission's communication succinctly recognises the importance of a comprehensive internationalisation strategy for European higher education, and urges HEIs and the Member States to press ahead with and step up this strategy.
Cependant, le CESE accueille favorablement et souscrit au fait que la Commission, grâce à cette communication, établisse une synthèse qui reconnaît l'importance d'une stratégie globale d'internationalisation de l'enseignement supérieur européen et encourage les EES et les États membres à poursuivre et à renforcer cette même stratégie.

The EESC welcomes the fact that it has been consulted before the communication's publication and that the Commission has taken up some of its recommendations in the SMA II. However, it regrets that there was no formal public consultation this time and that the informal consultation was not evenly balanced between relevant stakeholders.
Le CESE se félicite d'avoir été consulté avant la publication de la communication et du fait que la Commission ait repris certaines de ses recommandations dans l'Acte pour le marché unique II. Cependant, il déplore qu'aucune consultation publique formelle n'ait été menée cette fois-ci et que la consultation informelle n'ait pas été réalisée de manière équilibrée entre les acteurs concernés.

The mere fact that some of the persons who purportedly suffered injury as a result of an alleged infringement of a fundamental right enshrined in the ECHR and the Charter had exercised their Community rights of free movement or freedom of establishment does not suffice to bring the matter within the jurisdiction of the Community.

In the reply, the Commission challenges that plea on the basis of the obligation to comply with the judgment under appeal flowing from Article 233 EC and on the basis of the fact that the second paragraph of Article 9 of Annex I to the Statute of the Court of Justice does not make the possibility of bringing an appeal by a Community institution subject to its having a legal interest in bringing the proceedings.

Welcomes the Commission's communication on the follow-up to the 2003 European Year of People with Disabilities and, in particular, its adoption of a European Action Plan for People with Disabilities; regrets, however, the overemphasis and rather narrow focus of the Action Plan on employment and education policy given the fact that for disabled persons to experience real equality and social inclusion attention must be given to all areas of life; believes that the communication should stress the need to consolidate the results obtained so as to lay firm foundations for future work; regrets that the Commission communication does not include an integrated gender perspective nor a separate chapter on gender specific disability policies; calls on the Commission to integrate the gender perspective and specific information on women with disabilities in the successive phases of its action plan; calls respectively on the Council, the Commission and the Member States to introduce gender mainstreaming into all disability policies;
