Calls on all international players genuinely to support the Geneva process at this critical juncture; deplores the disinvitation of Iran from the Geneva talks; urges the regional sponsors, notably Saudi Arabia and Iran, to abandon their unhelpful positions and to engage actively in a process of de-escalation; insists that all arms transfers and logistical and financial support to the Syrian regime and to rebel groups responsible for violations of human rights and international humanitarian law cease immediately;
9. invite tous les acteurs internationaux à sincèrement soutenir le processus de Genève à ce stade critique; déplore le retrait de l'invitation à l'Iran à prendre part aux pourparlers de Genève; exhorte les parrains dans cette région, notamment l'Arabie saoudite et l'Iran, à renoncer à leurs positions improductives et à s'engager activement dans un processus de désescalade; insiste pour que cessent immédiatement toutes les livraisons d'armes et tout soutien logistique ou financier au régime syrien comme aux groupes rebelles responsables d'atteintes aux droits de l'homme et au droit humanitaire;

I. whereas the Geneva II Conference on Syria was opened by the UN Secretary-General on 22 January 2014, its aim being to achieve a political solution to the conflict through a comprehensive agreement between the Syrian Government and opposition for the full implementation of the Geneva Communiqué, which called for the creation of a transitional government leading to the holding of elections; whereas the constructive participation of all relevant actors in the peace process is crucial to achieving a lasting political solution; whereas, on 18 January 2014, the General Assembly of the Syrian Coalition of Revolutionary and Opposition Forces decided to accept the invitation to join this process, but several rebel groups were not represented; whereas Iran was invited and then disinvited to the conference held in Switzerland; whereas negotiations were suspended on 31 January 2014 and the next round of talks is planned for 10 February 2014; whereas fighting continues during the Geneva II talks;
I. considérant que la conférence de Genève II sur la Syrie, qui s'est ouverte le 22 janvier 2014 par un discours du Secrétaire général des Nations unies, visait à dégager une solution politique au conflit grâce à un accord général entre le gouvernement syrien et l'opposition aux fins de l'application en tous points du communiqué de Genève, lequel prévoyait la mise en place d'un gouvernement de transition jusqu'à la tenue d'élections; considérant que la participation constructive de tous les acteurs concernés au processus de paix est essentielle pour parvenir à une solution politique durable; que, le 18 janvier 2014, l'Assemblée générale de la Coalition nationale des forces de la révolution et de l'opposition syrienne a décidé d'accepter l'invitation à participer à ce processus, mais que plusieurs groupes rebelles n'étaient pas représentés; que l'Iran a été invité à participer à la conférence qui s'est tenue en Suisse, puis ne l'a plus été; que les négociations ont été suspendues le 31 janvier 2014 et que le prochain cycle de pourparlers est prévu le 10 février 2014; considérant que les combats se poursuivent durant les pourparlers de Genève II;

E. whereas the Geneva II process is a result of major efforts by the international community; whereas confidence-building – through local ceasefires, the release or exchange of prisoners, and the facilitation of humanitarian aid delivery – is a key element of this process; whereas, on 18 January 2014, the General Assembly of the Syrian Coalition of Revolutionary and Opposition Forces decided to accept the invitation to join this process; whereas Iran was invited and then disinvited to the conference held in Switzerland; whereas negotiations were suspended on 31 January 2014 and the next round of talks is planned for 10 February 2014;

H. whereas the Geneva II conference on Syria was launched on 22 January 2014 on the basis of the Geneva communiqué of June 2012 and following intense efforts by the international community; whereas the Syrian opposition is represented by the National Coalition of Revolutionary and Opposition Forces, while several rebel groups such as ISIL and Jabhat al-Nusra are not represented; whereas the Democratic Unity Party (PYD), which controls the so-called Western Kurdistan, is not represented; whereas Iran was disinvited from the conference;
H. considérant que la conférence sur la Syrie, dite de Genève II, s'est ouverte le 22 janvier 2014, sur la base du communiqué de Genève de juin 2012 et à la suite d'intenses efforts de la communauté internationale; que l'opposition syrienne est représentée par la Coalition nationale des forces de la révolution et de l'opposition syriennes, tandis que plusieurs groupes rebelles dissidents, tels que l'État islamique en Irak et au Levant (ISIL) ou le Front Al-Nosra, ne sont pas représentés; que le parti de l'Union démocratique (PYD – Partiya Yekîtiya Demokrat), qui contrôle le Kurdistan dit occidental, n'est pas non plus représenté; que l'Iran n'a plus été invité à participer à la conférence;
