The reason I mention this is that it's interesting that Senegal, which was the first state to ratify the International Criminal Court, actually has prosecuted the exiled dictator of Chad, Hissein Habre, in other words, under the principle of universal jurisdiction, which has come to be known, although lesser known, as the African Pinochet.
Je fais cette remarque parce qu'il est intéressant de constater que le Sénégal, qui a été le premier État à ratifier la Cour pénale internationale, a lui-même intenté des poursuites en vertu du principe de la compétence universelle contre le dictateur en exil du Tchad, Hissène Habré, qui, bien que moins célèbre, est qualifié de Pinochet africain.
