M. whereas the Belarusian authorities are violating Article 30 of the Belarusian constitution and limiting the right of free movement of citizens; whereas on 1 March 2012 the Belarusian Prosecutor-General's Office announced that Belarusians who backed new foreign sanctions against Belarus could be barred from travelling abroad; whereas three opposition leaders and activists – Anatol Lyabedzka, Alyaksandr Dabravolski, and Viktar Karnyayenka – and human rights defender Valyantsin Stefanovich were not allowed to cross the Belarusian-Lithuanian border between 7 and 11 March 2012;

Welcomes the release of political prisoners in Belarus, but deplores the fact that Alyaksandr Kazulin, Sergei Parsyukevich and Andrei Kim do not enjoy all the rights guaranteed to Belarusian citizens by the Constitution of the Republic of Belarus and, as in the case of Alyaksandr Barazenka, who was held in custody for weeks awaiting trial for his participation in a January 2008 demonstration, also criticises the fact that some other activists remain subject to various forms of restrictions on their freedom;

In the short addresses they gave, the signatories emphasized, inter alia, that after the signing a year ago of the Partnership and Cooperation Agreement, the signing of the Interim Agreement constituted an important new stage in the strengthening of relations between the European Union and Belarus which should contribute in particular to the development of trade between both parties.
