According to the Communication integration policy should be based on two fundamental underlying principles: First of all that the principle of subsidiarity prevails clearly demonstrating that the primary responsibility for the elaboration and implementation of integration policies lies with the Member States, and secondly, the holistic approach which will ensure integration of immigrants into all aspects of society and which requires that a two-way approach - implying that the responsibility for integration lies both with the receiving society as well as with the arriving immigrant - is applied.

I have repeatedly called upon the government to recognize that Environment Canada's ability to protect environmental and human health depends upon scientific excellence and integrity, and should therefore ensure that a scientific integrity policy is developed to foster the highest degree of accountability, integrity and transparency in conducting, utilizing and communicating science within and outside Environment Canada, and to protect the department's scientific findings from being altered, distorted or suppressed.

This Communication reviews integration policies nationally and at EU level and looks at the role of immigration in the context of ageing populations, while suggesting ways of promoting the integration of immigrants.

INTEGRATED COASTAL-ZONE MANAGEMENT The Council approved the Resolution on a Community strategy for integrated coastal-zone management as set out below". THE COUNCIL OF THE EUROPEAN UNION RECALLS its Resolution of 25 February 1992 on the future Community policy concerning the European Coastal zone; UNDERLINES once more the need for a Community strategy for the integrated management and development of coastal zones, based on the principles of sustainability and sound ecological and environmental practice; RECALLS that such a strategy is also provided for under the fifth Community programme of policy and action in relation to the environment and sustainable development (1), which singles out coastal zone management and conservation as a priority matter, and EMPHASIZES in this connection that this task should be undertaken in a spirit of responsibility-sharing; WELCOMES the progress already made by several Member States at national level towards the implementation of an integrated coastal-zone management strategy; (1) OJ No C 138, 17.5.1993. The Council took note of an oral presentation by the Commission on its recent Communication on "Immigration, Integration and Employment", where it reviews integration policies at national and Union level, examines the role of immigration in the context of an ageing population and outlines policy orientations to promote integration of immigrants.
Le Conseil a pris acte d'une présentation orale de la Commission de sa récente communication sur l'immigration, l'intégration et l'emploi, dans laquelle elle passe en revue les politiques d'intégration au niveau national et au niveau de l'Union, examine le rôle de l'immigration dans le contexte d'un vieillissement démographique et trace des orientations afin de favoriser l'intégration des immigrants.

To tackle the serious problems resulting from the lack of coordination at different levels, and to avoid the dangers of continuing to manage the research and technological innovation process via insufficiently integrated policies when these should be focused on the rapid transformation of scientific break-throughs into job-creating industrial and commercial successes, the Committee lists in its Opinions a number of recommendations, and in particular: - the need to reform bodies implementing Community RTD programmes and to simplify the administrative organization of such programmes; - the need to make coordination part and parcel of the Community RTD framework by creating networks for systematic exchange of information and "tableaux de bord" on national and Community research actions; - the need to develop a flexible, interdisplinary approach in the light of the fifth framework programme; - the need to create a single European market for innovation by eliminating the present segmentation; - the need to promote a coordinated European environment in respect of national tax incentives for intangible investment and for innovation, especially in SMEs; - the need to stimulate the further intertwining of research and industry within the framework of new and more sophisticated machinery and a favourable legal and regulatory framework; - the need to develop international cooperation through the advance, systematic coordination of activities carried out by the Member States and by the European Union; - the need to reinforce coordination between the research/technological innovation policy and other Community policies, ensuring greater consistency between them.
Pour faire face aux graves problèmes résultant du manque de coordination à différents niveaux et aux dangers qu'il y aurait à continuer de gérer la spécificité du processus de recherche et d'innovation technologique par le biais de politiques insuffisamment intégrées et focalisées sur la transformation rapide des percées scientifiques en réussites industrielles et commerciales et créatrices d'emploi, le Comité détaille dans son avis toute une série de recommandations, et en particulier: - réformer les organes d'exécution des programmes communautaires de RDT, et simplifier l'organisation administrative qui gère ces programmes; - faire de la coordination un instrument au service du cadre communautaire de RDT, par la création de réseaux d'échanges systématiques d'information et des "tableaux de bord" sur les actions nationales et communautaires de recherche; - développer une approche flexible et interdisciplinaire dans la perspective du 5ème programme-cadre; - créer un marché unique européen de l'innovation en éliminant les segmentations encore existantes; - promouvoir un contexte européen coordonné de mesures fiscales entre les Etats membres en faveur des investissements immatériels, et pour la promotion de l'innovation, notamment en faveur des PME; - stimuler des interactions entre recherche et industrie par le biais de mécanismes nouveaux et plus élaborés, et la mise en place d'un cadre juridique et réglementaire favorable; - développer la coopération internationale par une coordination préalable et systématique des actions menées par les Etats membres et l'Union européenne; - renforcer la coordination entre la politique de recherche et d'innovation technologique et les autres politiques communautaires en garantissant une cohérence accrue entre elles.
