10. The Committee on Budgets welcomes the inclusion of a suspension clauses, which gives the possibility to suspend the fishing agreement either in the case that the Community fails to pay the financial contribution foreseen (Article 7 of the protocol) or in the case that the fishing activities in the Kiribati fishing zone are prevented, but only 'as a result of circumstances solely attributable to the fault or negligence of Kiribati' (Article 8 of the agreement).
10.
