Welcomes the adoption in November 2011 of a strategic framework for the Horn of Africa, since this will tend to enhance the coherence of the European Union’s external action in this strategic region, by comparison with the hitherto very fragmented approach that has been based on widely differing instruments; in this connection, also welcomes the appointment in January 2012 of an EU Special Representative (EUSR) for the Horn of Africa, Alex Rondos, and pays tribute to the work he has already achieved; is well aware that, less than a year after this strategy was adopted and the EUSR took up his duties, it may not yet be possible to identify or measure any significant improvement in the coherence of the EU’s approach in the region;

Is convinced that there is an urgent need for a comprehensive reshaping of EU policy towards the Middle East to exert a decisive and coherent political role, accompanied by effective diplomatic tools, in favour of peace and security in this neighbouring region of vital strategic interest to the EU; considers that such reshaping should notably deal with the nature of the current EU representation in the region, in the context of the setting up of the EEAS which aims at improving the coherence and efficiency of the EU external action;

That Canada should assert a stronger and more disciplined diplomatic position regarding Afghanistan and the regional players, including support for the naming of a special enjoy to the region who could both ensure greater coherence in all diplomatic initiatives in the region and also press for greater coordination amongst our partners in the UN in the pursuit of common diplomatic goals in the region.
