The operator shall include at least the following potential sources of CO emissions: kiln fuels, calcination of limestone/dolomite and other carbonates in the raw material, limestone and other carbonates for reducing air pollutants and other flue gas cleaning, fossil/biomass additives used to induce porosity including polystyrol, residues from paper production or sawdust, fossil organic material in the clay and other raw materials.

As a result, it is appropriate to amend Directive 2002/32/EC by inserting as an annex thereto the provisions of Commission Regulation (EC) No 2439/1999 of 17 November 1999 on the conditions for the authorisation of additives belonging to the group "binders, anti-caking agents and coagulants" in feedingstuffs(6), as amended by Regulation (EC) No 739/2000(7), which establishes a provisional maximum limit for kaolinitic clays and other additives authorised for use as binders, anti-caking agents and coagulants.

This adopted Regulation on the conditions for the authorisations of additives belonging to the group "binders, anti-caking agents and coagulants" in feedingstuffs establishes as an emergency measure a provisional maximum dioxin limit for kaolinitic clay of 0,5 ng/kg product and this in application of the European Union Directive concerning additives in feedingstuffs.
