In its letter to the Authority dated 31 January 2005, the RCN explained the standard procedure for documentation of project costs valid at the time of these projects, ‘For the involved projects, the contracting partner was required to submit a cost claim report (regnskapsrapport) three times a year detailing the cost of the project, including a verification of the persons involved (by name), the number of working hours spent by each person, and the cost per hour charged to the project account. The report is signed by the project responsible person.

Intermediate organisations reporting to the responsible authority shall submit to that authority a list of approved projects for each national implementation programme, indicating for each project its full name and that of the recipients of the grant implementing it, the date on which the assistance was granted, the amounts committed and paid, the expenditure period concerned and the total amount of expenditure per measure.
