having regard to Council Directive 2008/114/EC of 8 December 2008 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection (14), specifically in the case of actions with a cross-border impact, which, inter alia, lays down guidelines for an integrated approach to increasing capabilities for critical infrastructure protection at EU level, including the need for a Critical Infrastructure Warning Information Network (CIWIN), and confers on the Commission a role of drawing up proposals and providing coordination in connection with the improvement of the protection of such critical infrastructures,

To encourage information sharing, it should be clear for the industry that the benefits of providing Critical Infrastructure related information outweigh the costs for the industry and society in general. Critical Infrastructure Protection information exchange should therefore be encouraged.

Since various sectors have particular experience, expertise and requirements concerning critical infrastructure protection, a Community approach to critical infrastructure protection should be developed and implemented taking into account sector specificities and existing sector based measures including those already existing at Community, national or regional level, and where relevant cross-border mutual aid agreements between owners/operators of critical infrastructures already in place.
Dans la mesure où différents secteurs possèdent une expérience, une expertise et des exigences particulières en matière de protection des infrastructures critiques, il convient d’élaborer et de mettre en œuvre une approche communautaire dans ce domaine, en tenant compte des spécificités et des mesures sectorielles existantes, notamment celles en vigueur au niveau communautaire, national ou régional, y compris où il existe déjà des accords transfrontaliers d’assistance mutuelle entre propriétaires/opérateurs d’infrastructures critiques.

This is a necessity bearing in mind that specific facts about a critical infrastructure asset can be used to cause failure or unacceptable consequences for critical infrastructure installations.
