But we do need an enforceable way, a way that's enforceable on the parties, of ensuring that the rules are lived with and that if there are disputes—for example, an airline thinks the cost that this charge was based on wasn't properly done or something—there has to be a way of addressing those questions in an efficient and final way so that the dispute doesn't take on a life of its own.
