K. whereas the OSCE Mission in Moldova has been monitoring the functioning of the Romanian-language schools since the 2004 crisis when the self-proclaimed authorities in Transnistria took action against eight schools in the region that are operated by the Moldovan central authorities and follow a Moldovan curriculum; whereas the OSCE mediates between the central and the Transnistrian education authorities to find solutions for outstanding issues and prevent the emergence of new crises; whereas the self-proclaimed authorities in Transnistria have been limiting the OSCE’s mission access to the region and have forbidden access to the head of mission as of 1 February 2014;
K. considérant que la mission de l'OSCE en Moldavie a observé le fonctionnement des écoles enseignant en roumain depuis la crise de 2004 lors de laquelle les autorités autoproclamées de Transnistrie s'en sont prises à huit écoles dans la région qui dépendent des autorités centrales de Moldavie et respectent un programme moldave; considérant que l'OSCE sert de médiateur entre les autorités centrales et moldaves chargées de l'éducation afin de trouver des solutions aux problèmes en suspens et de prévenir la survenue de nouvelles crises; considérant que les autorités autoproclamées de Transnistrie ont limité l'accès de la mission de l'OSCE à la région et en ont interdit l'accès au chef de mission depuis le 1 février 2014;

H. whereas in December 2013 the self-proclaimed authorities in Transnistria relaunched an aggressive campaign against the eight Romanian-language schools, with actions ranging from administrative pressures to declarations by the self-proclaimed authorities indicating that they will shut down those schools that refuse to recognise the authority of the separatist regime;
H. considérant qu'en décembre 2013 les autorités autoproclamées de Transnistrie ont de nouveau lancé une campagne agressive à l'encontre des huit écoles enseignant en roumain, les agissements allant de pressions administratives à des déclarations des autorités autoproclamées selon lesquelles elles fermeraient les écoles qui refusent de reconnaître l'autorité du régime séparatiste;

Transnistria has reacted to this by holding a referendum on 17 September. According to the Transnistrian authorities, the referendum resulted in overwhelming support by the people for independence and joining Russia.

5. Expresses its strong and continuing support for the efforts of the Moldovan authorities to successfully implement the Action Plan as part of the EU's Neighbourhood Policy; calls on the Commission and the Council to support the Moldovan authorities in their democratisation process and to use all diplomatic means to weaken the authoritarian and illegal regime in Transnistria;
5. renouvèle son soutien sans réserve aux efforts des autorités moldoves en vue de mettre effectivement en œuvre le plan d'action dans le cadre de la politique de voisinage de l'UE; invite la Commission et le Conseil à soutenir les autorités moldoves dans leur processus de démocratisation et à faire usage de tous les moyens diplomatiques pour affaiblir le régime autoritaire et illégal de Transnistrie;

The European Union calls on Moldova and the self-proclaimed authorities of Transnistria to actively and immediately re-engage to the five sided negotiation process in a constructive manner with the aim of bringing this conflict closer to a solution.
L'Union européenne appelle la Moldova et les autorités autoproclamées de la Transnitrie à reprendre de façon active, immédiate et constructive le processus de négociation à cinq afin qu'une solution à ce conflit puisse être trouvée rapidement.
