This method is based on the following principles: the setting of general objectives and guidelines at EU level; the translation of these objectives into specific targets and policy measures for each Member State; the establishment of quantitative and qualitative indicators; the benchmarking of national and regional performance and policies in the area concerned; exchanges of information and experience, as well as "best practices".

The European Research Area initiative has led to a number of different activities and is beginning to be translated into specific action in several ways:

(4) In accordance with Council Decision 2011/167/EU authorising enhanced cooperation in the area of the creation of unitary patent protection, the translation arrangements for European patents with unitary effect should be simple and cost-effective and correspond to those provided for in the proposal for a Council Regulation on the translation arrangements for the European Union patent[28], presented by the Commission on 30 June 2010, combined with the elements of compromise proposed by the Presidency in November 2010 that had wide support in the Council[29].

Therefore, during a transitional period, a request for unitary effect as referred to in Article 12 of Regulation xx/xx implementing enhanced cooperation in the area of the creation of unitary patent protection shall be accompanied by the following: (i) a full translation of the specification of such patent into English where the language of the proceedings before the EPO in accordance with Article 14(3) of the EPC is French or German; or (ii) a full translation of the specification of such patent into any official language of the participating Member States that is an official language of the Union where the language of the proceedings before the EPO is English.

In my work as Chief Rapporteur for the EU budget for 2010 for the area of Other Divisions, I came across concrete examples of bad management. This applies to the area of the security service, where security costs are constantly rising, to the area of translation and the effective use of translation resources, and to other areas.
En tant que rapporteur principal pour le budget général de l’UE pour l’exercice 2010 dans le domaine des autres divisions, j’ai relevé des exemples concrets de mauvaise gestion dans les domaines des services de sécurité, dont les coûts ne cessent de croître, de la traduction et de l’utilisation efficace des ressources en la matière, et d’autres domaines encore.

To this end, decides to introduce a cross-cutting reserve of 5% for external translation services and stresses that this amendment is targeted towards all institutions with their own translation departments; the improvements requested include the re-negotiation of the current arrangements in place for the sharing of internal translation resources in view of realising efficiency gains and savings in the area of translation, also in line with the special report of the Court of Auditors in this field; takes note of the fact that this reserve can thus be released when a concrete proposal for a system of internal translation resource sharing has been presented by the institutions and considered by the budgetary authority;

Next year we should have available the study into the Euramis translation tool, the full and automatic use of which will probably bring about a revolution in the area of translations and in cooperation in the area of translations.
Nous devrions disposer l’année prochaine de l’étude relative à l’outil de traduction Euramis. L’utilisation maximale et automatisée de cet outil permettra probablement de révolutionner la traduction et la coopération en matière de traduction.

Streamlining the efforts of regions in an European Research Area mind-set should have two clear objectives both with a distinct added value for European research and innovation policies : first, to stimulate a better uptake of research results into the local socio-economic fabric (especially vis-à-vis small and medium size enterprises, SMEs) and help translate them faster into economic growth; and second, to increase public and private investment in research and innovation in the regions, thereby stimulating economic and social development.
Pour rationaliser les efforts des régions dans l'esprit d'un espace européen de la recherche, il faut deux objectifs précis apportant chacun une valeur ajoutée distincte aux politiques européennes de recherche et d'innovation: en premier lieu, stimuler un meilleur transfert des résultats de la recherche dans le tissu socio-économique local (notamment vis-à-vis des petites et moyennes entreprises (PME)) et les aider à traduire plus rapidement ces résultats en croissance économique; ensuite, augmenter l'investissement public et privé dans le domaine de la recherche et de l'innovation dans les régions, et stimuler ainsi le développement économique et social.
