As regards reconstruction in Afghanistan, additional appropriations may only be used if the Commission is able to demonstrate that the appropriations already entered under the budget lines have been spent properly, taking into account the commitments given by the other donors too.
Pour la reconstruction en Afghanistan, les crédits supplémentaires ne pourront être utilisés que si la Commission peut démontrer que les crédits déjà inscrits au budget ont été correctement dépensés, compte tenu également des engagements des autres donateurs.

When the appropriations intended to cover the operational common costs of the operation have been entered in the budget, the Member States shall pay the balance of the contributions which they owe for that operation in application of Article 25 after deduction of the contributions already called from them for the same operation in the same financial year.

Whereas a market economy investor is in a position to decide whether to enter into a relationship with the company in question and will be driven by the long-term strategic prospect of obtaining an appropriate return from his investment (31), a ‘market economy creditor’, who is already in a commercial or public law relationship with the insolvent company, will aim to obtain the repayment of sums already due to him (32) on conditions as advantageous as possible in terms of the degree of repayment and the time-frame.
