As regards Regulation (EC) No 517/94, in order to ensure the appropriate functioning of the system for the management of imports of certain textile products not covered by bilateral agreements, protocols or other arrangements, or by other specific Union import rules, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of necessary changes to the annexes to that Regulation. Moreover, implementing powers should be conferred on the Commission to adopt the measures necessary for the implementation of that Regulation in accordance with Regulation (EU) No 182/2011.

2a. If a Member State makes the taking up of the activities referred to in Article 2 or their pursuit under the professional title of the host Member State, other than in compliance with the requirements laid down in Title III, Chapter III and the annexes or in possession of a diploma, certificate or other evidence of formal qualifications, dependent on gaining equivalent practical experience during a specified period, the Member State concerned shall recognise as sufficient evidence a certificate by the home Member State or Member State of origin showing that the practical experience was gained during an equivalent period in the home Member State or Member State of origin.

From then onwards the Member States will be bound to apply the amendments, the object of which is to adapt the said Annexes to the latest scientific and technological knowledge. They are as follows: - the list of cases in which bentonite-montmorillonite may be mixed with other substances, without risk of interaction, has been extended; - the use of perlite as an anti-caking agent is authorized; - Annex I has been amended to allow the use of certain iron and copper compounds for denaturing skimmed milk powder for feeding to animals other than young calves; - the period of authorization for the growth promoter nitrovin in Annex II has been extended for a specified period; - maduramycin ammonium is authorized provisionally at national level; - virginiamycin and flavophospholipol are authorized throughout the Community; - substances listed in Annex II, thus authorized at national level, are to be maintained for a specified period.
