Calls for European industrial policy to support the growth-promoting, value-added sectors where Europe already leads the field or has the potential to do so, and to ensure that sectors such as aerospace, chemicals, the automotive industry, the agri-food industry, clothing and textiles and mechanical engineering remain competitive; calls on the European institutions, the Member States and private partners to coordinate their action to speed up investment in major transport, sustainable mobility, renewable energy and telecommunications infrastructure projects, as well as in cutting-edge, environmentally sound manufactured products, such as green vehicles and ships, and in technologies to mitigate the environmental impact of manufacturing processes, and to develop innovative financial instruments; stresses the importance of promoting the use of local resources with a view to bringing about a genuine reindustrialisation to benefit society and create jobs;

Mr. Speaker, as a mechanical engineer who served for 20 years in the Canadian Armed Forces Electrical and Mechanical Engineering Branch, I would like to acknowledge the contribution that engineers are making today to Canadian society and will continue to make in the future.

Notes that mechanisms such as the Latin American Investment Facility are meant to become increasingly important in EU development cooperation, the priorities of which are energy efficiency, renewable energy, transport, protection of biodiversity and support for SMEs, and underlines the potential importance of its role in promoting regional integration and the region's international competitiveness agendas; highlights the fact that civil society has a central and proper role to play in the scrutiny of development policies, but notes that there is no mechanism foreseen within the LAIF structure to ensure civil society representation and participation; accordingly, calls on the Commission to ensure that representation and participation by parliaments and civil society is guaranteed in order to ensure effective monitoring and follow-up of EU development cooperation funds;

Urges the Central American and Mexican governments to recognise and facilitate the role of the NGOs and civil-society organisations working for the victims of feminicide, and to recognise the relatives of the victims and human rights campaigners, by creating effective arrangements for protecting witnesses and promoting reparation mechanisms for the victims' relatives which, not confined to financial compensation, can offer them psychological support and access of justice, on a basis of awareness of their crucial role in society;
9. invite instamment les gouvernements d'Amérique centrale et du Mexique à respecter et à faciliter l'action des ONG et des organisations de la société civile chargées du soutien aux victimes de féminicides, à respecter les familles des victimes et les défenseurs des droits de l'homme en créant un système de protection efficace pour les témoins et en promouvant des mécanismes de réparation pour les familles des victimes qui, au-delà de l'indemnité financière, leur apportent un soutien psychologique et un accès à la justice, et à établir un dialogue avec ces interlocuteurs, ainsi qu'à reconnaître leur rôle essentiel dans la société;

Calls on the Commission to be consulted on the draft mandate for each negotiation of agreements with Latin American countries before the Council approves it and asks the Commission to further develop consultation mechanisms with European as well as concerned Latin American civil society during the negotiation process as well as for the monitoring after the agreement enters into force;
