Directive 91/271/EEC (waste water), as amended by Directive 98/15/EC, set 31 December 2000 as one of its main deadlines (construction of drainage networks and treatment stations in accordance with the sensitivity of the area); that is why the Cohesion Fund continued during 2000 to part-finance infrastructure which would help comply with the principles concerning sensitive areas and major conurbations, and will do so during the new programming period for smaller urban areas.
La directive 91/271/CEE -Eaux résiduaires-, modifiée par la 98/15/CE, fixait au 31.12.2000 l'une de ses principales échéances d'application (construction de réseaux de collecte et ouvrages d'épuration adaptés à la sensibilité du milieu); c'est pourquoi le Fonds de cohésion a continué à cofinancer, l'année 2000 durant, des infrastructures qui contribuent à répondre aux principes concernant les zones sensibles et les grandes agglomérations, et le fera avec la nouvelle programmation pour des agglomérations plus petites.

In order to facilitate the management of Union funding, to help accelerate investments in Member States and regions, and to improve the availability of funding to the economy, Council Regulation (EC) No 1083/2006 was amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council to allow the increase of interim payments from the Funds by an amount corresponding to ten percentage points above the actual co-financing rate for each priority axis for Member States which are facing serious difficulties with respect to their financial stability and have requested to benefit from this measure.

Welcomes the Commission’s declared intention to draw up guidelines on good practice and the reform of national support arrangements; calls on the Commission to produce the guidelines as soon as possible to ensure that the different national schemes do not distort competition or create barriers to trade and investment within the EU, in order to encourage predictability and cost-effectiveness and avoid excessive subsidies; urges the Commission, in this connection, to ensure that the internal market acquis is fully respected by the Member States; is convinced that good practice guidelines are an important step to ensure a functioning single market for energy and believes the guidelines could be supplemented with an evaluation of the cost-effectiveness of current national support systems, taking into account the different technologies they cover in order to ensure better comparability and coordination for the gradual and progressive convergence of national support mechanisms; is also convinced that implementation of these guidelines at Member State level will be crucial as they can help to avoid national support schemes being retrospectively amended or cancelled, which would send out disastrous signals to investors, as well as potentially causing severe economic distress to private citizens having invested in RES on the basis of such schemes; stresses that the implementation of these guidelines should be ensured by the Member States, and that special support arrangements for the development of local and regional resources should be allowed;
se félicite de l'intention de la Commission d'élaborer des orientations sur les meilleures pratiques et sur une réforme des régimes nationaux de soutien aux énergies renouvelables; demande à la Commission de présenter ces orientations le plus rapidement possible afin de veiller à ce que les différents systèmes nationaux ne faussent pas la concurrence et ne créent pas d'obstacles au commerce et à l'investissement au sein de l'Union européenne, de façon à encourager la prévisibilité et la rentabilité et à éviter les subventions excessives; exhorte la Commission, à cet égard, à veiller à ce que les États membres respectent pleinement l'acquis du marché intérieur; est convaincu que les orientations sur les meilleures pratiques représentent une étape importante pour garantir le fonctionnement du marché unique de l'énergie, et estime qu'elles pourraient être complétées par une évaluation de la rentabilité des systèmes nationaux en place, en tenant compte des différentes technologies qu'ils couvrent, afin d'assurer une meilleure comparabilité des mécanismes nationaux de soutien et une meilleure coordination de leur convergence progressive; est également convaincu que la mise en œuvre de ces orientations au niveau des États membres sera essentielle pour éviter que les mécanismes nationaux de soutien ne soient modifiés ou suspendus avec effet rétroactif, car cela enverrait un très mauvais signal aux investisseurs et risquerait de graves pertes économiques pour les citoyens qui ont investi dans les énergies renouvelables en s'appuyant sur ces mécanismes; ajoute que la mise en œuvre de ces lignes directrices devra être assurée par les États membres et qu'il faudra prévoir des régimes de soutien spécifiques permettant la valorisation des ressources locales et régionales;

I would like to highlight that for the country which I represent, Romania, these amendments will help double the Community funds which can be invested in renovating the heating systems in residential blocks.
Je voudrais attirer l’attention sur le fait que pour le pays que je représente, la Roumanie, ces amendements auront pour effet de doubler les fonds communautaires qui peuvent être investis dans la rénovation des systèmes de chauffage des blocs d’immeubles.

In particular, I must stress that the amendment on the prevention of panic among the public, on combating any trafficking which could arise if there were genuinely serious risks and on ensuring the fair distribution of products for use in combating the epidemic, the amendment on the constant upgrading of the Member States' preparedness plans and the amendments relating to the acquisition of adequate protective equipment and the Commission's preparedness to adopt crisis measures such as quarantine and disinfection measures in aeroplanes are amendments which help to make the report an integral report.
J’insisterai en particulier sur certains amendements, qui ont contribué à faire de ce document un rapport complet. Parmi ceux-ci figure notamment l’amendement sur la prévention des réactions de panique parmi la population, sur la lutte contre tout trafic susceptible d’apparaître en cas de risques réellement sérieux et sur la distribution équitable des produits destinés à l’éradication de l’épidémie. Il s’agit également de l’amendement sur la mise à jour constante des programmes de préparation des États membres, ainsi que des amendements liés à l’acquisition d’équipements de protection adéquats et aux préparatifs de la Commission en vue de l’adoption de mesures de crise telles que la mise en quarantaine et les mesures de désinfection applicables dans les avions.

Directive 2000/64/EC amends the Directive to extend the rules on the exchange of confidential information, pursuant to a cooperation agreement with a non-member country, with competent authorities or bodies which, by virtue of their duties, help to strengthen the stability of the financial system.
