The purpose of this Decision is to authorise the Commission, on behalf of the Community, to either vote in favour of prolongation of the Agreement until 31 December 2005, if IOOC Members achieve consensus on improving the functioning of the IOOC Secretariat, or to reject further extensions of the current Agreement, pending the results of the ongoing negotiations on both a new Agreement and a package of management measures proposed by the European Community.
Ladite décision a pour objet d'autoriser la Commission, au nom de la Communauté, à s'exprimer en faveur de la prorogation de l'accord jusqu'au 31 décembre 2005, si les membres du COI parviennent à un accord sur l'amélioration du fonctionnement du secrétariat exécutif du COI, ou à rejeter une nouvelle prorogation de l'accord actuel en attendant les résultats des négociations qui sont en cours en vue de l'adoption d'un nouvel accord et d'une série de mesures de gestion proposées par la Communauté européenne.
