With regard to enlargement, I welcome the European Commission's wisdom in deciding to postpone the decision on the accession of Romania and Bulgaria until next October, depending on the progress achieved by each of those countries.

In the case of the 10 countries which joined the EU in 2004 – among them Poland, the Czech Republic and Latvia – the door is not fully open until next year. In the case of Bulgaria and Romania, it is 2014.

Article 3(3) of the 2005 Act of Accession provides that Bulgaria and Romania accede to the conventions and protocols listed in Annex I to the Act of Accession, which include, inter alia, the Convention, the Protocol of 27 September 1996, the Protocol of 29 November 1996 and the Second Protocol of 19 June 1997.

Article 3(3) of the Act of Accession provides that Bulgaria and Romania are to accede to the conventions and protocols concluded between the Member States and listed in Annex I to the Act of Accession, which includes, inter alia, the Convention on mutual assistance and cooperation between customs administrations.

I believe that my party will continue to back the accession of Romania and Bulgaria to the European Union in 2007. The reason for this is that we believe this accession to be the next step in a historical process, namely the gradual enlargement of an area of peace, prosperity and stability to cover the eastern parts of the European continent.
