2. Unless the Council decides otherwise, any Contracting Party which has not notified acceptance of an amendment within the period fixed by the Council shall cease to be a Contracting Party to this Agreement from the date on which such amendment becomes effective.

Member States shall inform the Commission in advance of the third session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action to be held from 8 to 13 February 2015, of their decisions to accept the Doha Amendment or, according to the circumstances, of the probable date of completion of the necessary procedures for such acceptance.

Les États membres informent la Commission, avant la troisième session du groupe de travail spécial de la plate-forme de Durban pour une action renforcée qui se tiendra du 8 au 13 février 2015, de leur décision d'accepter l'amendement de Doha ou, selon le cas, de la date à laquelle les procédures nécessaires pour cette acceptation devraient être menées à terme.

Furthermore, while the Council accepts a limit for the contribution towards the targets of the Renewables Directive, it also considers that a threshold should not limit Member States’ flexibility by establishing that amounts of biofuels which exceed the threshold should be found to be non-sustainable and thus not have access to support in Member States. The Council thus cannot accept the European Parliament’s amendment 89.

The Council cannot accept the Parliament's amendment 60, which aims at including ILUC factors into the calculation of the lifecycle greenhouse gas emissions from biofuels from 2020 onwards in the Fuel Quality Directive, due to the considerations on the nature of ILUC estimates as outlined above.
Le Conseil n’est pas en mesure d’accepter l’amendement 60 du Parlement, qui vise à inclure, à partir de 2020, les facteurs de CIAS dans le calcul des émissions de gaz à effet de serre produites par les biocarburants tout au long de leur cycle de vie, dans le cadre de la directive concernant la qualité des carburants, en raison de considérations ayant trait à la nature des estimations des CIAS, comme indiqué plus haut.

4. An amendment to the Agreement other than an amendment to its annexes shall be adopted by a two-thirds majority of the Parties present and voting and shall enter into force for those Parties which have accepted it on the 30th day after the date on which two thirds of the Parties to the Agreement at the date of the adoption of the amendment have deposited their instruments of acceptance of the amendment with the Depositary.

Un amendement au présent accord, autre qu'un amendement à ses annexes, est adopté à la majorité des deux-tiers des parties présentes et votantes et entre en vigueur pour les parties qui l'ont accepté le trentième jour après la date à laquelle deux-tiers des parties à l'accord à la date de l'adoption de l'amendement ont déposé leur instrument d'approbation de l'amendement auprès du dépositaire.

8. In the case of an amendment to an Annex, a Party that does not accept such an amendment shall so notify the Depositary in writing within 12 months from the date of its circulation by the Depositary.
8. S'agissant d'un amendement à une annexe, toute partie qui n'accepte pas cet amendement en donne notification au dépositaire par écrit dans les douze mois qui suivent la date de sa communication par le dépositaire.

(b)a Contracting Party informs the Secretary-General of the Council that, although it intends to accept the recommended amendment, the conditions necessary for such acceptance are not yet fulfilled.

ANY MEMBER WHICH HAS NOT NOTIFIED ITS ACCEPTANCE OF AN AMENDMENT BY THE DATE ON WHICH SUCH AMENDMENT ENTERS INTO FORCE SHALL CEASE TO BE A CONTRACTING PARTY AS FROM THAT DATE , UNLESS SUCH MEMBER HAS SATISFIED THE COUNCIL THAT ITS ACCEPTANCE COULD NOT BE OBTAINED IN TIME OWING TO DIFFICULTIES IN COMPLETING ITS CONSTITUTIONAL OR INSTITUTIONAL PROCEDURES , AND THE COUNCIL DECIDES TO EXTEND FOR THAT MEMBER THE PERIOD FOR ACCEPTANCE OF THE AMENDMENT .
Tout membre qui n'a pas notifié son acceptation d'un amendement à la date à laquelle ledit amendement entre en vigueur cesse d'être partie contractante au présent accord à compter de cette date , à moins qu'il n'ait prouvé au Conseil qu'il n'a pas pu accepter l'amendement en temps voulu par suite de difficultés rencontrées pour mener à terme sa procédure constitutionnelle ou institutionnelle et que le Conseil ne décide de prolonger pour ledit membre le délai d'acceptation .
