Welcomes efforts to improve the documentation of alleged human rights abuses in Western Sahara, in particular through the institution of the CNDH, with offices in Laayoune and Dakhla, as recognised by the UN; notes the positive work of the CNDH and calls on the Moroccan Government to help strengthen its independence and remit, and to ensure the implementation of its recommendations; encourages, moreover, the CNDH to increase its efforts to build relationships with those Sahrawis who are hostile to Moroccan rule and to guarantee adequate follow-up to complaints; welcomes Morocco’s adoption in 2012 of three of the five UN Human Rights Council recommendations on the human rights situation in Western Sahara, and calls on it to adopt the remaining two; welcomes, furthermore, Moroccan invitations to ad-hoc international delegations, including the UNSR on torture, and the fact that those invitations were accepted; urges the Moroccan authorities to give authorisation for fact-finding missions to be conducted by other international organisations, such as the African Commission on Human and Peoples’ Rights and the European Parliament; urges all relevant parties to continue such engagement with UN human rights bodies; supports the creation of an official MINURSO-ICRC mission in the area of Fadret Leguiaa in order to proceed with the exhumation and the restitution of remains to families, following the discovery of common graves by the investigation team of the University of the Basque Country;
110. salue les efforts, reconnus par les Nations unies, déployés pour améliorer la documentation des allégations de violations des droits de l'homme au Sahara occidental, en particulier par l'intermédiaire du Conseil national marocain des droits de l'homme (CNDH), qui dispose de bureaux à Laayoune et Dakhla; note le travail efficace du CNDH et demande au gouvernement marocain d'aider à renforcer son indépendance et sa compétence et d'assurer l'application de ses recommandations; encourage toutefois le CNDH à consentir davantage d'efforts pour établir des relations avec les Sahraouis hostiles à l'ordre marocain et pour garantir qu'un suivi adéquat soit donné aux plaintes; salue l'adoption par le Maroc en 2012 de trois des cinq recommandations du Conseil de sécurité des Nations unies sur la situation des droits de l'homme au Sahara occidental, et l'invite à adopter les deux recommandations restantes; se félicite par ailleurs des invitations marocaines aux délégations internationales ad hoc, y compris au rapporteur spécial des Nations unies sur la torture, et du fait que ces invitations aient été acceptées; invite instamment les autorités marocaines à autoriser les missions d'enquête par d'autres organisations internationales telles que la Commission africaine des droits de l'homme et des peuples et le Parlement européen; prie toutes les parties concernées de poursuivre cette coopération avec les organismes des Nations unies chargés des droits de l'homme; soutient la création d'une mission MINURSO-CICR (Comité international de la Croix Rouge) officielle dans la zone de Fadret Leguiaa afin de procéder à l'exhumation et à la restitution des dépouilles aux familles, à la suite de la découverte de fosses communes par l'équipe d'investigation de l'Université du Pays basque;

The term "researcher" covers many different roles and activities. The seven Centres of Excellence include the Li Ka Shing Knowledge Institute at St. Michael's Hospital; affiliated with the University of Toronto, which institute works to strengthen knowledge translation in health care; the Brain Research Centre at the University of British Columbia; the Canada School of Energy and the Environment at the University of Alberta, the University of Calgary and the University of Lethbridge; the Heart and Stroke Foundation Centre for Stroke Recovery, affiliated with the University of Toronto and the University of Ottawa; the Montreal Neurological Institute at McGill University; the National Optics Institute in Quebec City, the mission of which is to give business a competitive edge by developing innovative solutions and technology platforms using optics and photonics; and the Life Sciences Research Institute in Halifax, affiliated with Dalhousie University.

This party added, ‘Prof Marielle Christiansen (Head of OPTIMAR project) in Trondheim considers that it is very difficult for companies to participate and take advantage of results from this program which is said to be a public research programme with the view of broadening the base for all Norwegian companies, because they are already working closely with SINTEF and MARINTEK and had promised to share the research results with these commercial organisation (SINTEF and MARINTEK are both institutes located in Trondheim and has for a number of reasons close ties with the Technical University NTNU)’.

It should be updated regularly and broadened by exploratory research, benchmarked through participation in calls for proposals, work for third parties and technology transfer, and extended by the integration of the JRC in networks with national research centres and universities.

In the context of the operations referred to in Article 3, Community support may include the financing of action to provide technical assistance, training and other services, supplies, works, studies (which should, as far as possible, be entrusted to or involve collaboration with consultants either of the host country or stationed there, and involve universities and research institutes), audits and evaluation and monitoring missions.

(4) Cooperation in research and development and in the exploitation of the results generally promotes technical and economic progress by increasing the dissemination of technical knowledge between the parties and avoiding duplication of research and development work, by stimulating new advances through the exchange of complementary technical knowledge, and by rationalizing the manufacture of the products or application of the processes arising out of the research and development. These aims can be achieved only where the research and development programme and its objectives are clearly defined and each of the parties is given the opportunity of exploiting any of the results of the programme that interest it ; where universities or research institutes participate and are not interested in the industrial exploitation of the results, however, it may be agreed that they may use the said results solely for the purpose of further research.

As an initial response to these complex challenges, the Commission, at the initiative of Mr Bangemann and Mr Van Miert, is proposing to the Twelve a continuous, overall dialogue between all of the parties concerned: the industries in the various areas affected, the research institutes, the universities and the national administrations working with the Commission experts (*).
En guise de première réponse à ces défis complexes, la Commission Européenne, à l'initiative du Vice-Président Martin Bangemann et du Commissaire Karel Van Miert, propose aux Douze un dialogue permanent et global de toutes les parties concernées : les industriels des différentes branches intéressées, les instituts de recherche, les universités, et les administrations nationales rassemblés autour des experts de la Commission (*).
