It is a refuelling and birthing facility aimed at enabling sustained operations by the AOPS in the High Arctic during the navigable season with a view to ships sailing out of Halifax up to not only the low Arctic around Iqaluit, the southern part of Baffin Island and the northern part of Hudson Bay but also up to the top where Nanisivik is at the eastern entrance to the Northwest Passage and further.
Il s'agit d'une installation de ravitaillement en carburant et d'accostage pour faciliter les opérations prolongées des NPEA dans l'extrême Arctique pendant la saison navigable, des navires qui partent d'Halifax et qui vont non seulement vers le Bas-Arctique, vers Iqaluit, la partie sud de l'île de Baffin et la partie nord de la baie d'Hudson, mais aussi vers le haut, où Nanisivik se trouve, à l'entrée est du passage du Nord-Ouest et même plus loin.
