The Organisation for Economic Cooperation and Development (OECD), the Family and Labour Studies Division of Statistics Canada, Ottawa, Ontario, Canada, the Econometrics and Statistical Support to Antifraud (ESAF) Unit, Directorate-General Joint Research Centre of the European Commission and the Support to the European Research Area (SERA) Unit, Directorate-General Joint Research Centre of the European Commission have to be regarded as bodies fulfilling the required conditions and should therefore be added to the list of agencies, organisations and institutions referred to in Article 3(1)(c) of Regulation (EC) No 831/2002.

Recommends that the above-mentioned fund be coordinated by the Commission (or, where appropriate, the SEGIB) in collaboration with donor bodies and countries and that it also include a "Latin America facility" based on exclusively financial contributions from the EIB and other institutions concerned; calls on Latin American financial institutions to support territorial integration and infrastructure interconnection in Latin America in sectors such as energy, water, transport, telecommunications and research;

The Commission seeks to encourage European and Latin American financial institutions to support territorial integration by means of interconnective network infrastructures, for example in the energy, water, transport, telecommunications and research sectors. Consideration also needs to be given to interconnectivity with, and within, the Caribbean.
La Commission entend inciter les institutions financières européennes et latino-américaines à soutenir l’intégration territoriale, à travers l’inter-connectivité des réseaux d’infrastructures, notamment dans les domaines de l’énergie, de l’eau, des transports, des télécommunications et de la recherche; il y a lieu de tenir compte dans ce contexte de l’inter-connectivité avec et à l’intérieur des Caraïbes.

The Council adopted a resolution giving its general support to the objectives of the determined action plan submitted by the Commission(1) comprising a coherent set of measures to be implemented according to a strict time schedule up to 1992 : - the development of an open Community wide market for telecommunications terminals(2), - the progressive creation of an open Community wide market for telecommunications services, particularly for the advanced so- called value-added-services (VAT), according to market requirements and social needs, - intensify Community measures regarding common standards in telecommunications; the creation of the European Telecommunications Standards Institute in France as proposed in the Green Paper was welcomed, - further stimulation of European cooperation at all levels between telecommunications administrations and others, particularly in the field of research and development; the rapid implementation of the Community's RACE programme was noted with satisfaction, ./ (1) COM(88) 48 - Implementing the Green Paper on the development of the common market for telecommunications services and equipment (2) This will allow free choice of telephone sets and other terminals to be bought from telecommunications administrations or other vendors by end 1990 at the very latest in the whole of the Community.
Le Conseil a adopté une résolution dans laquelle il soutient globalement les objectifs du plan d'action soumis par la Commission (1), notamment un ensemble cohérent de mesures à mettre en oeuvre selon un calendrier strict jusqu'en 1992 : - développement d'un marché communautaire ouvert pour les terminaux de télécommunications (2), - création progressive d'un marché communautaire ouvert pour les services de télécommunications, notamment pour les services avancés dits "à valeur ajoutée", conformément aux exigencesdu marché et aux besoins sociaux; - intensification de mesures communautaires en ce qui concerne les normes de télécommunications communes; réaction favorable àla création d'un institut européen des normes de télécommunications en France, comme le propose le livre vert; - poursuite de la coopération européenne à tous les niveaux entre les administrations des télécommunications et d'autres organismes, notamment dans le domaine de la recherche et du développement; satisfaction devant la mise en oeuvre rapide du programme communautaire RACE; ./. ------- (1) COM(88)48 - Mise en application du livre vert sur le développement du marché commun des services et équipements des télécommunications (2) Cette mesure permettra le libre choix des appareils téléphoniques et d'autres terminaux vendus par les administrations des télécommunications ou d'autres vendeurs d'ici la fin de 1990 au plus tard dans l'ensemble de la Communauté.
