The European Commission has today put forward new rules to clamp down on the illegal import and trafficking of cultural goods from outside the EU, often linked to terrorist financing and other criminal activity.

1. Acknowledges that customs are of vital importance to international trade; appreciates, in this regard, the regulatory role of the WTO agreement on customs valuation that aims for a fair, uniform and neutral system for the valuation of goods for customs purposes, outlawing the use of arbitrary or fictitious customs values that can constitute a barrier to open and fair trade; stresses also that well functioning customs are essential to the competitiveness of the European Union as they play a unique role in combating the illegal import, export and transit of goods and counterfeited products, in protecting intellectual property rights, and in guaranteeing product safety;
1. reconnaît que les douanes revêtent une importance centrale pour les échanges internationaux; se félicite, à cet égard, du rôle réglementaire joué par l'accord de l'OMC sur l'évaluation en douane, qui vise à mettre en place un système équitable, uniforme et neutre d'évaluation des marchandises à des fins douanières, en interdisant l'utilisation de valeurs arbitraires ou fictives qui peuvent constituer un obstacle à des échanges ouverts et équitables; souligne également que le bon fonctionnement des douanes est essentiel pour la compétitivité de l'Union européenne, en ce sens que les douanes jouent un rôle unique dans la lutte contre l'importation, l'exportation et le transit illégaux de marchandises et de produits contrefaits, dans la protection des droits de propriété intellectuelle et pour garantir la sécurité des produits;

We call for standards to ensure that goods originating in China conform to the security guarantees applied in Europe and that there are sanctions to prevent any trade with or within the Union for several years by those who illegally import goods or import illegal goods into Europe.

Suitable penalties today need to be laid down, such as putting a ban on trade with the European Union for a certain period of time for all of those found guilty of illegally importing goods or of importing counterfeit goods, and who are thus implicated in a crime, the severity of which must be judged in terms of its repercussions on European society as a whole, not only on producers, but above all on consumers.
