4. The CO2 emission values to be reported under the parameter ‘Specific emissions of CO2’ in the detailed monitoring data shall be taken from the entry ‘combined’ in the certificate of conformity or the type-approval documentation, except in the case when the entry for ‘weighted combined’ applies.

6. REQUESTS the Commission to prepare and submit to the next Council meeting a plan that will ensure: - the submission by the European Union and its Member States of the reports required by the Framework Convention on Climate Change within six months of its entry into force; - demonstration in this report on how the European Union and its Member States will collectively reach, as set out in the conclusions of 29 October 1990, 13 December 1991, 5 May 1992 and 26 May 1992, the objective of stabilization of CO2 emissions at 1990 levels by the year 2000 in the Community as a whole.
6. REQUESTS the Commission to prepare and submit to the next Council meeting a plan that will ensure: - the submission by the EU and its Member States of the reports required by the Framework Convention on Climate Change within six months of its entry into force; - demonstration in this report on how the EU and its Member States will collectively reach, as set out in the conclusions of 29 October 1990, 13 December 1991, 5 May 1992 and 26 May 1992, the objective of stabilization of CO2 emissions at 1990 levels by the year 2000 in the Community as a whole.
