The act opens with a preface that affirms that the family is the basic unit of society and its well-being is essential; it acknowledges the fundamental rights and freedoms of children; it recognizes that parents are responsible for their children and that intervention and removal of a child from parental care must be considered in accordance with the act; and that in such a case, the minister should provide care for a child, as nearly as possible as if they were under the care and protection of wise and conscientious parents.
