The Feira European Council adopted in June 2000 the EU Action Plan on Drugs 2000-2004 (hereafter the Action Plan). This Action Plan translated the EU Drug Strategy into approximately one hundred concrete actions to be taken by the Member States, the Commission, the EMCDDA and Europol.

Building on the findings of the mid-term assessment of the EU Drugs Strategy 2013-2020 and the final evaluation of the EU Action Plan on Drugs 2013-2016, the new Action Plan proposes the following actions:

This Action Plan, as set out in the Annex, contains a list of the projects considered for implementation in the 2014-2018 period, with an indication of the participants, actions for their practical implementation and an indicative timetable, where possible, with a view to allowing a concrete follow-up of the Action Plan by the Working Party on e-Law (e-Justice).
