This will take place through an annual report that will be issued by the Commission. These reports will serve as the basis for the annual debate within the European Council on the immigration and asylum policy as of the year 2010.

The intention too is that the work of the Justice and Home Affairs Councils should serve as a basis for decisions for the European Council in December which could help the European Union to respond effectively to the problem of illegal immigration.
