I will start today by saying that I think all of us in the House of Commons owe a real debt to the Newfoundland and Labrador Federation of Labour, the Nova Scotia Federation of Labour, the NDP government in Nova Scotia under Darrell Dexter, and the Newfoundland and Labrador government, because those governments and those federations of labour were instrumental in putting the bill forward.

Notes that, very often, the problem encountered in business transfers to employees is not only a question of the length of the relevant procedures but also, and even more importantly, of lack of knowledge about this business scenario amongst relevant professionals (e.g. lawyers and accountants) and within the legal and education system; stresses that the training and awareness-raising of all players involved in the creation or transfer of ownership of enterprises would greatly contribute to promoting this practice; recommends, therefore, that the cooperative form of enterprise be assigned a permanent place in the relevant curricula of universities and management schools; believes, furthermore, that better knowledge about cooperatives should also be promoted and business transfers to employees under the cooperative form should be supported financially, also through a targeted, intelligent use of the Structural Funds, amongst trade unions and bodies tasked with providing information on the creation or transfer of businesses; underlines the expertise acquired in creating and transferring enterprises in the form of cooperatives by cooperative federations in some Member States and calls on the Commission to put in place mechanisms to facilitate cooperation and exchanges of best practices and methods in this field between enterprises and to report to the Council and Parliament on the outcome;

I have discovered, by means of a communication to the three European schools – and the Members of this House well know that the European schools are highly active when it comes to approving the budget – that on 7 March a debate will be held with the pupils of the European School, section III, in which the President-in-Office of the Council and Swedish Prime Minister, Mr Persson, the President of the Commission, Mr Prodi, and the Prime Minister of the Belgian Federal Government, Mr Verhofstadt, will participate.

By using new technologies and with the support of the Newfoundland and Labrador French school board, we wanted to build on what already existed primarily by: updating the Labrador station and providing computer equipment so as to broadcast on the web; doing the same thing with the Mainland studio on the Port au Port Peninsula; using this momentum to update and reequip the studio, which would create a small studio in St. John's for a minimal cost.
On voulait, grâce aux nouvelles technologies et avec l'appui du Conseil scolaire provincial francophone de Terre-Neuve et Labrador, consolider ce qui existait déjà, soit : remettre à jour la radio de Labrador et l'équiper au plan informatique, de façon à pouvoir diffuser sur le web; faire la même chose avec le studio de Grande Terre, sur la péninsule de Port-au-Port; profiter de ce momentum pour remettre en état le studio et le rééquiper, ce qui créerait un petit studio à peu de frais à Saint Jean de Terre-Neuve.
