In 1973, the Federal Government issued a Green Paper on Members of Parliament and Conflict of Interest. During the next Parliament, the Green Paper was referred to the Standing Committee on Privileges and Elections.

In 1973, the Honourable Allan J. MacEachen, then President of the Privy Council, presented a green paper on members of Parliament and conflict of interest. That paper proposed an independence of Parliament act that would have addressed issues of conflict of interest among parliamentarians.
