On 15 December 2009, the EU, a group of Latin American countries and the United States reached an agreement regarding customs duties on banana imports. This ended a dispute in the World Trade Organisation centred on European discrimination against Latin American producers compared with African, Caribbean and Pacific (ACP) producers, imposing a review of EU policies and a gradual reduction from the current EUR 176 per tonne to a final value of EUR 114 per tonne by 2017.
Le 15 décembre 2009, l’UE, les États-Unis et un groupe de pays d’Amérique latine ont conclu un accord sur le régime des droits de douane applicable à l’importation des bananes, mettant un terme à un différend au sein de l’Organisation mondiale du commerce portant sur les mesures discriminatoires imposées par l’UE aux producteurs latino-américains au profit des producteurs d’Afrique, des Caraïbes et du Pacifique (ACP) et forçant l’UE à revoir ses positions et à procéder à une réduction progressive de ses droits d’importation, qui passeront de 176 euros la tonne à 114 euros la tonne d’ici à 2017.

15. Applauds the Commission for coming out in favour of setting up the Euro-Latin American Transatlantic Assembly at the Vienna Summit, since this will help to consolidate democratic governance and strengthen the parliamentary dimension of the partnership; calls on the Fourth Summit to provide expressly in the Final Act or "Vienna undertaking" for the setting-up of the Assembly as proposed by the Euro-Latin American joint parliamentary bodies, with the membership being drawn in equal numbers from the Members of the European Parliament on the one hand and, on the other, from the Parlatino, the Parlacen, the Parlandino, the Mercosur Joint Parliamentary Committee and the EU-Mexico and EU-Chile Joint Parliamentary Committees;

The Commission proposed the following series of realistic measures to achieve this aim, taking account of the capacities of both sides. Trade: improve trade arrangements where possible; emphasize trade promotion activities, particularly with a view to diversifying the range of products and services exported; Regional integration: support the efforts already being made in the region, particularly by encouraging the harmonization of industrial standards and cooperation in the telecommunications field, and by devising cumulative origin rules for the regional groups; Economic cooperation: intensify contacts between businesses; encourage the setting up of data banks and joint investment committees; encourage cooperation between Chambers of Commerce and training programmes; Developement: continue official development assistance to eligible countries and improve coordination with other sources of finance to make it more effective; ../.- 2 - Finance: resume provision of export credits for those countries which have adopted satisfactory adjustment policies; Macroeconomic: work towards improving the international environment, which will help Latin America solve the problems it faces (debt, industrial resettlement, etc.), and strengthen the dialogue with countries in the region; Politics: arrange political consultations with Latin American countries or regions.
Pour parvenir a cet objectif, la Commission propose une serie de mesures realistes adaptees aux possibilites des deux partenaires : - en matiere de commerce : rechercher les ameliorations possibles au regime des echanges, accentuer les efforts de promotion commerciale particulierement en vue d'une plus grand diversification des produits et services exportes ; - en matiere d'integration regionale : appuyer les efforts deja entrepris dans la region, en particulier en favorisant l'harmonisation des normes industrielles, la cooperation en matiere de telecommunications, en envisageant l'application de regles d'origine cumulative aux groupements regionaux ; - en matiere de cooperation economique : intensifier les contacts entre operateurs economiques, favoriser la creation de banques de donnees, de comites mixtes d'investissements, la cooperation entre Chambres de commerce ainsi que les actions de formation ; - en matiere de developpement : poursuivre l'aide publique au developpement pour les pays eligibles et renforcer son efficacite en la coordonnant avec d'autres sources de financement ; - 2 - - en matiere financiere : retablir les credits a l'exportation pour les pays qui ont adopte des politiques d'ajustement satisfaisantes ; - en matiere macroeconomique : oeuvrer pour une amelioration de l'environnement international qui puisse faciliter la solution des problemes auxquels doit faire face l'Amerique latine (dette, mutation industrielle...)et pour cela renforcer le dialogue avec ces pays ; - en matiere politique : prevoir une concertation politique avec les pays ou groupes de pays latino- americains.

The ministerial meeting is likely to be rounded off by the adoption of a joint declaration opening the way for a formal dialogue between the Community and this representative group of Latin American countries (all the South American countries plus Mexico).
La réunion ministèrielle devrait se conclure par l'adoption d'une déclaration conjointe ouvrant la voie à l'institutionalisation du dialogue entre la Communauté et ce groupe representatif de pays d'Amérique Latine (l'ensemble des pays d'Amérique du Sud et le Méxique).
