114. Calls on the Commission to reformulate the Internal Market Information System (IMI), widening the scope and improving the operability of administrative cooperation, and to rethink the SOLVIT programme so as to give it a new framework and adequate resources, particularly human resources, in order to ensure that all centres have enough experienced and sufficient staff to enable them to deal with the queries submitted to them in a fully satisfactory manner; 115. Repeats its call on Member States to improve early language learning, to put in place a system of recognition of formal and informal education, including lifelong learning, and of competences acquired in another Member State, and to ensure better coordination with labour market needs, in order to create a future labour force with comparable qualifications that is beneficial to a common European labour market and enhances productivity levels; emphasises, moreover, the need to continue with efforts towards equivalence of national certification systems through the European Qualifications Framework;
115. réitère son appel aux États membres afin qu’ils améliorent l’apprentissage des langues dès le plus jeune âge, qu’ils mettent en place un système de reconnaissance de l’enseignement formel et informel, y compris de l’apprentissage tout au long de la vie et des compétences acquises dans un autre État membre, et en améliorent la coordination avec les besoins du marché du travail en vue de créer une future main-d’œuvre possédant des qualifications comparables qui soit bénéfique à un marché commun européen de l’emploi et qui améliore les niveaux de productivité; insiste en outre sur la nécessité de poursuivre les efforts visant à accroître la correspondance entre les systèmes de certification nationaux par l’intermédiaire du cadre européen des certifications;

Recalls the cultural diversity of Europe, and particularly its rich heritage of regional languages and cultures, notes that CCIs are central to the smart-growth pillar of the Europe 2020 Strategy and, within this context, emphasises the importance of ‘smart specialisation’ of municipalities and regions; in order to exploit fully Europe’s creative potential and to boost competitiveness, creative companies should create internationally competitive clusters in order to have better options in bringing ideas to the market and transforming them into user-friendly and appealing products in order to achieve global comparative advantage in this sector towards 2020 and beyond; encourages the Commission and the Member States to support cultural and creative initiatives and productions, as a means of job creation and economic development, in a coordinated way based on local and regional needs, resources and strengths, in order to achieve greater efficiency;
9. rappelle la diversité culturelle de l'Europe et en particulier son riche patrimoine de langues et de cultures régionales; fait observer que les ICC sont cruciales pour le volet croissance intelligente de la stratégie Europe 2020 et, dans ce contexte, souligne l'importance de la "spécialisation intelligente" des communes et des régions; pour exploiter pleinement le potentiel créatif de l'Europe et promouvoir la compétitivité, les entreprises créatives devraient créer des regroupements compétitifs au niveau international pour disposer de possibilités plus favorables de commercialiser leurs idées et de les transformer en produits attractifs et favorables à l'utilisateur à l'effet d'acquérir un avantage comparatif dans ce secteur à l'horizon 2020 et au-delà; encourage la Commission et les États membres à soutenir les initiatives dans le secteur culturel et créatif ainsi que les productions pour contribuer à la création d'emploi et au développement économique, et ce de manière coordonnée, en fonction des besoins, des ressources et des points forts locaux et régionaux, de manière à assurer une plus grande efficience;

Product Contact Points should be adequately equipped and resourced and encouraged also to make the information available through a website and in other Community languages.
