It takes into account, amongst others, the European Commission Joint Research Centre’s Reference Report ‘Considerations on a Definition of Nanomaterial for Regulatory purposes’ (3), the opinion of the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) concerning the ‘Scientific basis for the definition of the term “Nanomaterial” ’ (4) and the definition of ‘nanomaterial’ developed by the International Organization for Standardization (ISO) (5).

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;

17. Encourages the Joint Parliamentary Assembly to strengthen the role of the Committee on Political Affairs so as to make it a genuine forum for the prevention and resolutions of conflicts within the framework of the ACP-EU partnership and for that purpose to ensure that the emergency situations in particular countries are more widely debated; welcomes the action that has been taken against light and small-calibre weapons and encourages the JPA to lobby so that the resolution of 23 November 2006 is given a concrete follow-up;
17. encourage l'APP à renforcer le rôle de la commission des affaires politiques afin d'en faire un véritable forum de prévention et de résolution des conflits, dans le cadre du partenariat ACP-UE et à généraliser à cet effet les débats sur les situations d'urgence propres à tel ou tel pays; se félicite du travail accompli pour la lutte contre les armes légères et de petit calibre et encourage l'APP à s'engager afin que la résolution du 23 novembre 2007 ait des répercussions concrètes;
